The Electrician's Quest is located in Star Town at the Electrician's house. To complete the quest, talk with the NPC and follow his instructions. Any rod can be used to complete this quest and there are no prerequisites.
"The meteor shower destroyed the town's power... Our town is bankrupt and we don't have anything to repair it!"
